Service Description: The scoring framework used to determine road criticality includes variables: Usage/Network Function was calculated combining scores from two sources: Functional Class and Annual Average Daily traffic. MA Functional Classification (F_Class) is determined by MassDOT on the Road Inventory File. Points were assigned as follows: 0 = 0: Local; 0.25 = 6: Urban collector or rural minor collector; 0.5 = 5: Urban minor arterial or rural major collector; 0.75 = 3: Rural minor arterial or urban principal arterial; 1.0 = 2: Rural or urban principal arterial. Traffic was calculated by scoring the Average Annual Daily Traffic (AADT) assigned by MassDOT on the Road Inventory File. Points were assigned as follows: 0 = 0-1,000; 0.25 = 1,000-2,500; 0.5 = 2,500-5,000; 0.75 = 5,000-15,000; 1.0 = 15,000+ . Vulnerable Populations was calculated by combining Environmental Justice Areas and the CDC’s Socail Vulnerability Index (SoVI). EJ was calculated by determining whether a segment was within MA 2020 Environmental Justice Community. Points were assigned as follows: 0 = not in EJ; 0.5 = in 1 EJ; 1 = in 2 EJ. SoVI was calculated using the 2018 CDC Social Vulnerability Index (SoVI) Housing & Transportation Theme. Points were assigned as follows: 0-1 scale from SoVI Community and Emergency Services were first determined through an evaluation of critical facilities identified by individual towns based on the Multi-Hazard Mitigation planning process and culled based on the Project Teams review of Essential in times of high water. Then those points were evaluated using Network analyst to select the segments associated (from facility to first intersection with non dead-end segment), then creating a field for each service, and counting how many of each service is “associated” with each road segment. Emergency Services include Hospital / Urgent Care, Police Station, Fire Station, Harbormaster Office, Department of Public Works (including highway, water, and wastewater facilities), and Emergency Shelters (including JBCC). Community Services include Town Hall, Schools, Transit Facilities (bus routes, airport, rail, ferry), Senior Services, Communications, and Community Centers. Points were assigned as follows: 0 = Segment associated with no services; 0.1, 0.2, 0.3, 0.4, 0.5 = Segment associated with 1,2,3,4, or 5+ Community services; 0.75 = Segment associated with Emergency Services; 1 = Segment associated with Emergency & Community Services. Economy was evaluated by calculating how many Businesses were within the 2018 RPP Business Activity Density regions created by the Cape Cod Commission using Business Analyst Data from Esri. Points were assigned as follows: 0 = None; 0.33 = Sparse (1-8); 0.66 = Patchy (9-15); 1 = Dense (16+) FINAL CRITICALITY SCORE EQUATION (UNWEIGHTED): CRITICALITY = ((((Functional Class Score + AADT Score)/2) + ((EJ Score + SoVI Score)/2) + Community and Emergency Services Score + Business Activity Density Score) / 4) * 100
