Description: The Cape Cod commission is using a combination of three GIS layers to inform us where potential areas of septic, cesspool, and Title 5 wastewater systems could be failing. The combination of these three layers could identify discrete areas where new wastewater systems could be employed to alleviate issues caused by poor septic systems. The first layer is called Board of Health Records. This layer was created from a consultant to the Commission who went to Town Halls and combed through paper records and deeds and collaborated with Town’s Boards of Health to create a database of all Title 5 systems that are reported as failed. These failed records were standardized and their addresses linked to parcel records and mapped. 10 of 15 towns participated in this exercise. The second layer is called Potential Title 5 Failures. This layer was created by the Cape Cod Commission GIS staff as a geospatial analysis. All non-sewered parcels on Cape Cod were queried for whether the size of the lot was smaller than 10,000 square feet; the water use was 1000 gallons per day or more; the depth to groundwater was less than 10 feet; and the lot was situated on clayey soils. If all four of these criteria were met, the parcel was flagged as a location where there was the possibility of a higher rate of septic failure to occur.The third layer is called Title 5 Loan Application. This layer was created from collaboration with the Barnstable County Department of Health. A list of addresses that filed for a loan with the County to repair or replace their Title 5 system was received. These addresses were linked to parcel records and mapped.
